ITDP Indonesia at the Draft Amendment of Regional Regulation No. 5/2014 on Transportation Focus Group Discussion

The DKI Jakarta Provincial Transportation Agency held a Focus Group Discussion (FGD) regarding the Draft Amendment of Regional Regulation No. 5/2014 on Transportation on Thursday, October 24, 2024, at the Movenpick Hotel, Central Jakarta. This FGD consisted of six presentation sessions discussing various aspects of transportation system development, aimed at gathering input from stakeholders to refine the Draft Amendment of Regional Regulation No. 5/2014 on Transportation. 

ITDP Indonesia, represented by Deliani Siregar, Urban & Inclusivity Manager, and Rahmad Wandi, Transport Associate II, participated in this event as respondents. In the Traffic Demand Management session, Deliani highlighted the need to align transportation planning, such as Traffic Demand Management (TDM), with Regional Spatial Planning and other spatial plans to develop an integrated transportation system. She also addressed issues related to housing and specialized areas, including Transit Oriented Development (TOD), Low Emission Zones (LEZ), and Low Traffic Neighborhoods (LTN), noting that the high cost of living in Jakarta leads many people to choose to live in surrounding areas and commute to the city. Deliani also pointed out that the disparity in transportation standards between Jakarta and its surrounding areas makes motorcycles the primary choice for mobility due to their more affordable costs compared to public transport. 

Next, in the Development of Road-Based Public Transport and Freight Transport session, Rahmad stressed the need to prioritize mass public transport, which is often hindered by private vehicles. He also called for better integration for residential areas and public transport hubs, as well as stricter law enforcement, considering that many pedestrian facilities are misused for parking and obstructed by motor vehicles. Furthermore, Rahmad identified key challenges in freight transport, such as the prevalence of Over Dimension Over Loading (ODOL) vehicles and the negative impacts of logistics vehicles, along with the increasing demand for last-mile e-commerce deliveries contributing to emissions and air pollution. He emphasized that safety and security in the regulations for freight and passenger transport are very important. 

ITDP Indonesia served as a moderator, with Carlos Nemesis, Urban Planning Associate, facilitating discussions on discussions on Development of Road-Based Public Transport and Freight Transport as well as Non-Motorized Transportation (NMT) development in support of the Push-Pull Strategy toward Jakarta’s Top 20 Global City 2045. The anticipated outcome of this FGD is a set of strategic recommendations that will encourage a transition in public mobility patterns from a reliance on private vehicles while promoting a sustainable and efficient transportation system that enhances the overall quality of life for residents.
