TEMPO.CO, Jakarta-Pengembangan angkutan masal berbasis bus seperti busway dinilai paling efektif untuk mengurai kemacetan di Jakarta. Soalnya, busway dapat mengangkut hingga sepuluh kali lipat jumlah orang yang bisa diangkut menggunakan mobil pribadi.

Country Director Institute for Transportation & Development Policy, Yoga Adiwinarto, mengatakan penambahan tol dalam kota bukanlah solusi mengatasi kemacetan. “Menambah jalan berarti membuat orang lebih banyak menggunakan mobil pribadi, ujung-ujungnya tetap macet,” kata dia ketika dihubungi Rabu, 7 Oktober 2012.

Hal terpenting dalam mengurai kemacetan menurut dia bukanlah menambah panjang jalan, melainkan mengoptimalkan jalan yang ada untuk mengangkut sebanyak mungkin orang. Yoga mengatakan jalan selebar 3,5 meter hanya bisa digunakan oleh 2000 orang setiap jam jika menggunakan mobil pribadi. “Padahal ruas jalan yang sama bisa mengangkut hingga 20.000 orang jika busway dikembangkan dengan optimal,” ujarnya.

Hal tersebut tentu masih harus diiringi pengembangan armada dan fasilitas pendukung busway. Dengan kondisi saat ini busway baru mampu mengangkut 6600 orang setiap jam. Yoga mengatakan, pemerintah perlu mengembangkan halte busway agar bisa menjadi perhentian bagi 6 bus sekaligus untuk rute yang berbeda. Dengan begitu waktu tunggu penumpang dan jarak antar-armada dapat dipangkas. “Idealnya bus datang setiap tiga menit pada jam sibuk dan setiap lima menit pada jam lainnya,” tutur Yoga.

Mayoral hopeful and vocal anti-rail candidate Ben Cayetano said at a University of Hawaii forum on Sept. 9 that bus rapid transit, not rail, is the new transportation trend in the U.S.

"BRT — bus rapid transit — is the new thing sweeping the country, OK?" Cayetano said in response to a question about the proposed Honolulu rail project. "Basically, imagine a giant Prius, an electric car with rubber tires on a dedicated lane. That’s sweeping the country today, OK? No city (except Honolulu) is building or is planning to build heavy rail of the kind that the city proposes."

Bus rapid transit (BRT) is a bus system that’s faster and more efficient than a regular bus line. Often the systems run on a single, dedicated lane and collect fares before people board.

BRT systems are becoming increasingly prevalent in U.S. cities. The Federal Transit Administration awarded grants for BRT systems to a growing number of states this year including Washington, Colorado, and Nevada.
"There is a trend in the U.S.," said Jeff Hiott, a senior program manager at the American Public Transit Association, a nonprofit organization that advocates for advancing public transportation in the U.S. "Cities are looking more at BRT compared to light rail."
